Velmora

The Order has stopped hiding, because there is nothing left to hide. The Master of Velmora will see me, because I carry the Concord's own minutes and he knows it. Velmora is one great building on an island in the southern sea; I sail there by skiff.

Start it with The Master of Velmora, across the southern sea. Quests play in strict order, so you must finish The Concord of Nine first.
