Factor Idris keeps the Amber Hall's books: what comes down to the quay, and what does not. The Lee Road caravans from Dryford have stopped coming.

Start it with Factor Idris in the Amber Hall, Ambermouth. Quests play in strict order, so you must finish The Risen Crust first.
